Shipping to Singapore - Customs Regulations for household goods

Used Household Goods and Personal Effects may be imported free of duty within six months of member's arrival in Singapore provided:- Items were in possession of shipper for at least 6 months. Shipper has obtained an employment pass for a minimum of 6 months or his company can produce a copy of his employment pass application together with a sponsor letter.

 Documents Required

  • Passport (original or copy with photograph)
  • Residence Visa
  • Residence Permit
  • Copy of letter applying for Residence Permit/Employment Pass
  • Copy of acknowledgment card from Immigration
  • Proof of Employment (letter from Customer's employer to Director of Customs and Excise, stating employee's designation and anticipated stay in Singapore)
  • Customs Declaration signed by customer, stating goods have been owned and used by customer for at least six months
  • Contact information (address and telephone) of customer


Goods and Services Tax (GST)

GST of 7% (2007 onwards) is applicable for all items imported into Singapore.

GST (Imports Relief)

Under the GST (Import Relief) Order, household goods and personal effects may be imported free of GST(tax), subject to these conditions:

        Shipper is changing his place of residence from outside Singapore.

        Shipper has obtained employment pass or his company can produce a copy of his employment pass application together with sponsor letter.

        Shipper is the owner of the articles and effects imported.

        Shipper should import within 6 months of his first arrival in Singapore.

        Shipper gives an undertaking not to dispose of the articles and effects within 3 months from the date of importation of such articles and effects.

Note: GST relief is granted to one sea and one air shipment, both must be imported within 6 months. GST relief is not extended to liquors, tobacco products and motor vehicles.

For returning Singaporeans, they must have resided in a foreign country for not less than 6 months to qualify for GST relief on their used household articles and personal effects.

 Used Personal Effects

Singapore Customs Authorities perform physical inspection of all inbound shipments of Household Goods. The following commodities attract duties:

 Tabacco products
Cigarettes/Cigars/Tobacco: at S$300.00 per kilo.

Wine, Spirits and other alcoholic beverages. 

Wine (Still): SGD9.50 per litre + 7% GST
Wine (Sparkling): SGD13.00 per litre + 7% GST

Beer: SGD3.60 + 7% GST
Liquor, Whiskey, Brandy and Spirits: SGD30.00 per litre + 7% GST
* A test may be ordered for alcoholic beverage not listed with the Singapore Customs and duty will be levied according to the alcoholic content. Testing fee is US$ 80.00 per bottle.Vehicle/ Car

Import of Motor vehicles into Singapore

  • The importation of motor vehicles for local use has to be declared to Customs through a duty and GST payment permit. A duty rate of 20% of the Customs value will be levied on a motor car while a duty rate of 12% of the Customs value will be levied on a motorcycle or scooter. A 7% GST will also be levied on the CIF value (cost, insurance and freight) plus the duty payable Must be registered in Customer's name for his continued use and not for re-sale. Boats duty-free, but must be for the owner's use and not for re-sale.
  • Left-hand drive vehicles are prohibited
  • Vehicles more than three years old can not be imported
  • Your car must use unleaded petrol.
  • Your car must use CFC-free air conditioners.
  • Your car must pass an inspection at any authorized inspection centres.

Documents required:

    • Certificate of Compliance from Exhaust Emission Control Standard required for ALL vehicles new or used
    • Original Commercial Invoice
    • Insurance Papers
    • Vehicle Registration Certificate
    • Owner's Passport
    • Inward Declaration Permit
    • Customs duty payment receipt
    • Temporary Certificate of Entitlement
    • Manufacturers letter confirming date automobile was manufactured


Prohibited Items


The following items are NOT allowed to be brought into Singapore:

         Chewing tobacco and imitation tobacco products

        Cigarette lighters of pistol or revolver shape

        Controlled drugs and psychotropic substances

        Endangered species of wildlife and their by-products


        Obscene articles, publications, video tapes/discs and software

        Reproduction of copyright publications, video tapes, video compact discs, laser discs, records or cassettes

        Seditious and treasonable materials


Live Animals and Plants
Except for pets arriving from the UK, Australia and New Zealand, all pets are subject to quarantine for one month on arrival to Singapore and also the Director of Primary Products, Singapore, must grant a licence. The licence must be obtained 7 days before importation. Quarantine space is limited and must be booked months ahead.

 Video Tapes
Recorded video tapes/films, except for Ballet, Opera, Classical and Jazz music recordings, sports, educational, documentary and cartoon video, tapes and films meant for children, must be censored on arrival to Singapore. A detailed list of titles with the documentation should be provided and packed in separate, clearly marked boxes and placed in an easily accessible position in the container/lift van. This will facilitate customs clearance and delivery.
